Stärkung der Zusammenarbeit zwischen lokalen Behörden und Jugendinitiativen in europäischer Perspektive

Die Idee zu diesem Seminar wurde aus den praktischen Erfahrungen von NGOs der internationalen Jugend- und Jugendkulturarbeit im Umgang mit lokalen Behörden geboren. Für zivilgesellschaftliche Organisationen ist der Umgang mit Behörden immer eine wichtige Rahmenbedingung, die über den Erfolg ihrer Arbeit wesentlich mitentscheidet.
Im Rahmen von "Youth of Change" trafen sich daher auf Einladung des Kultur Aktiv e.V. hin internationale Vertreter und Multiplikatoren aus dem Bereich der Jugendarbeit, um gemeinsam Wege und Ideen für eine bessere Zusammenarbeit zwischen lokalen Behörden und Jugendinitiativen zu suchen und zu finden. Moderiert und professionell angeleitet wurde der Workshop von Ronald Menzel, Programmkoordinator am Theodor-Heuss-Kolleg und Mitglied beim Kultur Aktiv e.V.
Am 8. September begannen die Teilnehmer mit dem Workshop, angeleitet nach der Methode der "Zukunftswerkstatt", welche vorsieht, das Thema in drei getrennten Schritten zu analysieren. In einer ersten Phase, der Kritikphase, wurden strukturelle Probleme der Zusammenarbeit von Jugendinitiativen und Behörden formuliert. In der zweiten, der Fantasiephase, entwickelten die Teilnehmer "Utopia"-Modelle eines "idealen" Zusammenspiels von Jugendinitiativen und Behörden, um diese in der dritten Phase, der Realisierungsphase, zu konkreten Projektideen weiterzuentwickeln.
Am 9. September fand zusätzlich das Panel mit lokalen Vertretern aus Behörden und Politik statt. Die Seminarergebnisse wurden vor dem Hintergrund der akzentuiert doch verschiedenen Sichtweisen von NGOs-Aktivisten und Behördenvertretern diskutiert. Insgesamt, so waren sich allerdings sowohl die Seminarteilnehmer, als auch die Podiumsgäste einig, lohnt es sich allemal, beide Seiten an einen Tisch zu bringen. Gesprächs- und Kooperationsbereitschaft war und ist erfreulicherweise bei Behörden wie NGOs vorhanden. Das Dresdner Beispiel konnte so den internationalen Teilnehmern Möglichkeiten aufzeigen, die sie in ihrer Heimat unter ihren spezifischen Bedingungen anstrengen können.

International youth policy seminar
Strengthening the cooperation between local authorities and youth initiatives in European perspective

The idea to this seminar arose out of practical experiences made between NGOs of the international youth and youth cultural labour and local authorities. For civil social organisations the interaction with local authorities is very important and moreover essential for the success of their work/projects.
Invited by Kultur Aktiv international representatives in the range of youth work met at "Youth of Change" to seek and find ways and concepts for a better cooperation between local authorities and youth initiatives. The workshop was moderated and professionally managed by Ronny Menzel, program coordinator at the Theodor-Heuss-Kolleg and member of the Kultur Aktiv.
On 8th September after a first meet and greet the participants started the workshop, based on the method of "Zukunftswerkstatt" (future workshop) that means to analyse a topic or a problem in 3 separated phases. In the first phase, the so-called criticism phase, could be found structural problems of cooperation. In the second phase, the so-called fantasy phase, "Utopia"-models were developed with "ideal" co-operation of youth initiatives and authorities. In the third Phase, the so-called realisation Phase, these models had been developed into concrete project ideas.
On 9th September the panel between participants of the seminar and local representatives of authorities and politics took place. Here the seminar results had been discussed, always against the background of the natural remarkable different points of view of authorities and NGOs. All in all the participants of the seminar and the guests of the podium agreed that it is always worth bringing both parties together. Fortunately the authorities as well as the NGOs are (and will be) willing to talk to and cooperate with each other. By using the example of Dresden a couple of possibilities and reasons were shown to the international participants why it is worth all endeavours and that should try to realise this idea in their country with respect to the specific circumstances.
